I. Kosovo
    A. Appache helicopters bombed a previous residence of  Serbian President Milosevic
    B. US and NATO are now seriously considering the use of ground troops
        1. Views in Congress
            a. Some don't believe that they should be in Kosovo
            b. Some don't believe that they should be in Kosovo, but if they are going to be there, they might as well go
                at full force.
            c. Want to be there, and want to send in ground troops
        2. If ground troops were used the best place to invade: either Bosnia or Albania
    C. During World War II, Germans invaded Serbia but never controlled the region
    D. Russia
        1. Strong reaction - the Prime minister said if the ground troops were used another Cold War would begin.
        2. Elections are coming up again in Russia, and the voters are against supports of the United States
        3. Yelstin does things to pacify citizens, so he can retain power
        4. Most Russian citizens resent the United States

        1. Comparative Advantage
            a. Producing what you do comparatively better than another country
            b.  Most efficient way to get goods and services
            c. It is better than substituion
        2. Hegemon
            a. The economic environment is moving away from them
            b. US has been the sole hegemon since Bretton Woods
            c. A muti lateral hegemonic system may emerge in the future
