Lecture notes:
I. Kosovo
    A. Can NATO negotiate with Milosevic?
    B. Either way NATO will look bad
        1. If they don't negotiate with him and the situation continues they will look bad
        2. If they do, they will be criticized because they will letting someone who they have
            called the "next Hitler" stay in power.
   C. They use of ground troops is becoming a possibility
        1. When the US sent the latest wave of military support over, they sent over the
            officials needed to step up a ground troop headquarters over with them.
        2. Will probably not be used because it would take 6-8 weeks to get the 250,000
            soldiers needed to successfully attack Serbs.
   D. NATO has destroyed the major roadways connecting the military sites and some
        military sites themselves.
   E. Serbs are thought to be using the ethnic Albanians as a human shield.
        1. They have called several "cease fires" saying that the war is over in Kosovo
        2. NATO has not observed these cease fires, because they continue to bomb
        3. Serbs have closed borders
        4. Serbs told the ethnic Albanians to return to their homes in Kosovo
        5. If Milosevic continues on the pace he is on, he will clear out Kosovo in 5 days
    F. The World Court has charged 9 Serbian generals with war crimes
        1. They did not indict Milosevic
        2. Clinton said when asked about it that it was not his job, people get paid to make
            decisions like that.
II. Countries on the map quiz
    A. Mexico
        1. The US signed the NAFTA agreement with them a few years ago -- this allows the
            US, Canada and Mexico all to have free trade
        2. Pat Buchannan and Ross Perot were against it because they said it would take US
            jobs away, which it has not.
    B. Cuba
        1. The relations between the US and Cuba have been relaxed
        2. Castro has loosed up restriction with in country
    C. Haiti
        1. The US sent troops there a few years ago to set up a democratic government
     D. Panama
        1. The US invaded in 1989 to overthrow leader
        2. He flew to Vatican embassy, and the US troops got him out by playing Rock'n'Roll
            music for all days for 5 days.
    E. Costa Rica
        1. Longest running democracy in the region
        2. Don't have a military
        3. Part of the Banana War with US against Europe
        4. They took Europe to the World Trade Organization because they said that Europe
            was favoring banana exports from their former colonies
        5. The WTO ruled in favor of the US
        6. Europe has stopped favoring former colonies
        7. The WTO said that the US and the other countries in the Banana War can put
            tariffs of a few hundred million on goods from Europe.
    F. Nicaragua
        1. Iran contra affair
    G. Honduras
        1. Border disputes with El Salvador
     H. Colombia
        1. Drug trade
        2. US has sent troops to help combat the problem
    I. Venezuela
        1. Largest export is oil
        2. Members of OPEC
        3. Found a large off-shore reserve in the 1960s
        4. Decided to lower unemployment rate by giving everyone a job
            a. Made a law saying that every elevator has to have someone in it pushing the
                buttons.
    J. Peru/ Ecuador
        1. Long running border dispute
        2. Peru's president is from Japanese descent
        3. In 1995, a group of terrorists took over the Japanese embassy taking everyone at
            the Christmas Eve party hostage.
            a. One of the most successful commando campaigns--- all the hostages survived
                and none of the terrorist did.
    K. Brazil
        1. Devalued currency --- caught the Asian flu
        2.  Is trying to develop a free trade union in South America.
        3. Wants to become a part of NAFTA
    L. Argentina
        1. Falkland Islands dispute with Britain
        2. A non NATO Ally
        3. Fire wall to stop Asian Flu --- has worked so far
